Dawarich: Removed Sidekiq & Valkey from configuration and switched to development RAILS_ENV

*Removed Sidekiq & Valkey due to them being   replaced with SolidQueue and SolidCache
*Switched RAILS_ENV to development due to SolidQueue not starting and /jobs not working in  production
